NMDP Projects Slow but steady

The ambitious port development programme has completed the half way mark. Given its slow progress, much need to be straightened out

The ambitious project of the government to transform port and shipping sectors is inching forward. Of the 276 port projects that are part of National Maritime Development Programme  (NMDP) , only 47 projects stand completed as on November 31. It has also dropped 22 projects. Launched in March 2006, the NMDP project was formulated by the department of shipping.



It covers the entire gamut of activities, namely construction or upgradation of berths, deepening of channels, rail/road connectivity projects, equipment modernization schemes and other related schemes for creation of backup facilities.

The number of projects and their costs under each head of development are ;
l Deepening of channels/ berths, etc.        --  25 projects - cost Rs. 6304 cr.
l Construction of berths/jetties etc.     --  76 projects - cost Rs.32564 cr.
l Procurement of equipment                --  52 projects - cost Rs. 2633  cr.
l Rail Road connectivity works            --  45 projects - cost Rs. 5956 cr.
l Other misc./allied works                      --  78 projects - cost Rs. 8347 cr.

Total investment involved under its port programme is Rs 1,00,339 crore, out of which Rs 55,804 crore is for the port sector and the balance is for shipping and inland water transport sectors. The projects are to be taken up over a period  up to the terminal year of the 11th five year plan period.

KOLKATA (2)
Development of infrastructure in the docks and allied facilities and modernisation/ replacement of port craft
 
HALDIA (5)
Procurement of 2 RMQCs for container handling, procurement of 4 RTGCs for container handling at
CPY, improvemant of back up area with railway connectivity inside the dock, multipurpose berth (No.2) inside the impounded dock, and multipurpose berth (No.13) inside the impounded dock.
 
PARADIP (9)
Extension of Iron Ore berth to handle 75000 DWT vessel, extension of wet basin and construction of integrated dry dock, replacement of wharf crane, creation of additional facilities for oil jetty, upgradation of road inside harbour area, electrification of MCHP railway line to handle 20 MTPA, upgradation of iron ore handling plant, extension of Wet Basin Ph-II, and four-laning of road from Chandikhole to Paradip NH-5A.

VISAKHAPATNAM (4)
Replacement of 2 locos by 1430 HP, developmnet of addl. link road from port junction to the industrial by pass road, deepening and widening of inner harbour entrance channel (first stage) and turning circle from draft of 10.6 m to 11 m., and replacement of 1 loco by 3100 HP loco.

MORMUGAO (2)
Replacement of remaining four barge unloaders, and procurement of harbour tugs.

JNPT  (5)
Redevelopment of bulk terminal into container terminal, acquisition of two RMGCs, procurement of 20 nos. of tractor trailers, area development behind SWB and development of ICD yard, and internal port road widening.

COCHIN (2)
Capital dredging for providing 12.5 m draft at RGCT, and crude oil handling for Kochi Refineries.

NEW MANGALORE (1)
Construction of multi-purpose berth

TUTICORIN  (4)
Replacement of Rajaji Tug, uppgradation of port electrical system, widening & strengthening of port roads from western boundary to green gate and strengthening of approach road, Ambedkar Road with bituminous layer, and construction of Berth 9.

ENNORE (2)
Development of a marine liquid terminal to handle LPG, POL, chemicals and other liquids (capacity 3 MTPA), and capital dredging (Phase-I) in the berth areas of marine liquids, coal, iron ore and container terminals to create a draft of 13.5 m.
 
MUMBAI  (2)
Procurement of 2 Nos. 32 T Bollard Pull harbour tugs, and replacement of 2 dock tugs by 2 dock tugs

KANDLA  (9)
Construction of 12th cargo berth & setting up of terminal at 11th &12th cargo berth with back up area, setting up of marine terminal at Vadinar, procurement of 6  ELL wharf cranes, upgradation of marine infrastructure, Gandhidham-Palanpur gauge conversion, upgradation of infrastructure, construction of godowns, construction of additional carriage way for four lanning of road, and modification of Bunder Basin for barges.

l To upgrade and modernize port infrastructure in India to enable it to benchmark its performance against global standards
l To improve the productivity & efficiency so as to at par with international standards
l To encourage  integrated  development of  Indian Ports
l To meet the challenges of growing international trade
l To create  port capacity by enhanced public private partnership
l To improve Port connectivity through seamless hinterland road & rail Development.
l To develop Ports to cater for increasing size of Vessels and provide world class equipment
